Spare - Middle Brake Light

I have a 98 Jeep Wrangler and had it inspected this week and the guys said the middle brake light wasn't working. They replaced the bulb and it still didn't work.

I haven't checked anything yet, but just wondering if anyone might have already had this problem and save me some time?

Remove it, if it's there, it has to work, if it's not, no foul.

Also might want to clean the contacts on the door. The hinge side.
