Special Settings for Special Members?

Is there any way to limit the post length for one member? I'm thinking like 40-50 characters max. You know who I'm talking about so please make it happen. The world will thank you.

Isn't there a setting to make it so a certain user doesn't know that no one can see their posts, like they think everything is cool, but no one else knows they are there? The BS is getting deep around here recently.
