Speedo problem need help

Hi guys I would like to know if any one can help me. I got a 96 xj 4.0, the speedo reads 25mph when stopped. When I'm going it's about 15mph off. I have changed the speedo itself, the speed sensor on the TC, and the harness to the speed sensor. I don't know what else to do, I have Googled it but haven't had any luck finding anything that helps. Thank you guys I appreciate the help.
 
Sounds like the speedo is broken. Is the jeep lifted with big tires or what do you have? 96 was the first year of ODBII so if you replaced the speedo did you get it from a 96? 95 adn down was OBDI and might have different signals. Not sure on that part.
 
There's a gauge reset procedure I remember seeing somewhere (I'm no Jeep expert, I was helping someone with an xj out a long time ago) that involves pressing the trip reset button and maybe the ignition switch? Can't remember. I think it relearns the gauge needle position or something similar.

Might be a cluster ground problem too. Those manifest themselves in some diabolical ways...

What does the vss pickup from inside the transfer case, and is that something that is subject to breakage or age after 20 years?
 
Thanks for that I'm going to look that up and see what I find! The vss and harness is new, along with the cluster. I'm going to look up the grounds for the cluster. Thank you
 
Might want to search on NAXJA for this and the gauge reset info. The VSS on the 96 is gear driven at the transfer case and will need a specific gear to get it calibrated right with 35's. Or you can buy the truspeed thing to get the speedo right. The ground issue was very much a problem in the 97 up's not sure on 96's. I ran into that in my 98 I had. Also 96 was the first year of OBDII and was a kind of bastard year. I've heard of horror stories of problems with sensors on 96's.
 
My money is on vss to ecm wiring or ecm fault. That cluster communicates over CCD bus.... Use a scan tool and see if the PCM reads the right speed...
