Starter help?

Here goes.
Buddy has a 2003 Jeep TJ with the I6.
Apparently has been driving fine
Goes to leave my house and it won't start. Thinking it's the battery he hooks it up to his buddies car. Comes in thinking he's doing it wrong. Jumper cables are hooked up fine. Put a multimeter on it with the cables off and his battery is chilling at 12 volts. No problem.
Check all of the fuses, all fine. Can't find any corroded ground wires or anything and all the plugs under the dash are fine.

Here's symptoms. Put key in ignition, turn to run, everything is fine. AC works, radio works, lights are good etc. Turn to start and everything shuts off. Hear the starter click once, and that's it.
Tried shorting the starter to get it to go, but nothing there. Naturally this is all at 11pm on a car I'm not familiar with, and it's raining, so we're going to wait to diagnose further tomorrow and replace the starter to see how that goes... Any other potential help would be great.
Also found a 2 wire plug under the steering column with a yellow wire and a yellow wire with a red stripe. Any idea what that is?
 
Sounds like a loose/corroded clamp on the battery terminal or it could be the starter. Try giving the starter a light whack with a hammer. This might buy you another start or two.
 
if you have one load test the batt. If you dont keep put your multi meter on the batt. and try to start it and see how much voltage drop you have
