Surf fishing

I've been thinking about taking a couple days and going to Hatteras in mid-October, and I want to do a bit of surf fishing. I've tried it in the past, but I'm apparently not so talented at surf fishing, so does anyone have any suggestions for fishing around there about that time? I realize that bait's gonna vary by what's biting, but how far out does the bait need to go? What kinda rig should I be using? I can't remember if I need a permit/license (hasn't that recently been implemented, or is gonna be soon?). Any other help would be appreciated.
 
Personally I like fishing off the piers . Either way no licence is required yet. Some like to fish where the surf brakes and others like to get a little farther out.
 
I've always have good luck on squid, menhaden, and finger mullet if it's in. I look for a slough on the beach to fish in and fish with 2 rods, one cast out as far as I can pitch it and the other in the surf where the waves are breaking. I use a 2 hook bottom rig (always after that elusive citation Drum!) If I can score a small bluefish I'll cut him up for bait and then the fun begins!! The beaches just south of Avon and around Buxton have always been good. Also the south end of Hatteras Island in the channel facing Ocracoke is good sometimes.
