Temporary guardianship

My almost 16 y/o nephew will be staying with us for the summer.
During that time he'll be working (requires permit), applying for a passport and going with me to Canada. Not to mention who knows what will come up that could require a guardian signature (medical etc).
His parents are totally on board w/ it and trust us.
I know I can find or draft up a "temporary guardianship" doc that explains potential uses/needs and have them (and us?) sign and notarized in NC.

But that is an "informal" method. Not clear if it's enough for, say, a passport or work permit or if it is really "legal".
Anybody know if there is a "quick" formal way to get temporary legal guardianship through say a magistrate? I'd assume it would have to be done in NC since that's where he/parents live (as opposed to here in MD).
 
I would think you just go to court house with parents and possibly meet with judge to get it...? When we got custody of my nieces thats the beg process we had to go through in Va but im not sure, where itll be different states and all!

But now they have this cool "Passport card" that is just an ID, good for Canada & Mexico. Alot cheaper too, for minors only $15 (+$25 "execute fee WTF ever that is). But the parents or guardian have to be there in person for minors, and we won't be in the same place as them (he's flying up here) any time soon.
