Why try to get out of it? If you have a 6" lift and the law says no lift then just pay the fine.
My bet isthe law says you can have some lift and your truck might have too much. If you only have 6" and he wrote you for 6" then you find 2" is ok then he should have wrote you for 4" which means you can get out of it because he wrote it wrong.
