Since his vehicle is either constructed on a truck frame (honeslty I dont know if Libergays have a frame or not, and dont care enough to search) and has a TC, it is not subject to that ENTIRE SECTION...
the first part of the law says you shall not modify cars and makes it illegal to modify them, the part you quoted maks it illegal to operate them on oads or other public areas. Trucks are still excluded.
