I'm only gonna try to explain this because I see your liberty pretty often and I like it.   Since you have a transfer case you can be lifted up to 6 inches without the commissioners approval.  Therefore if its lifted less than 6 inches it does not apply to you.  I'd assume its 6 suspension inches.
