Time to play WTF is this thing

My neighbor found this in an old house on his hunting lease. House has been empty for at least 40 years. It's a wooden staff type thing about 4 feet tall.

The top:

The top pieces pull out of the main body and there's a wooden gear on the end.

There's also a marble down in the shaft that won't fall out the bottom. The bottom is notched in 4 places. Here's the bottom and the marble.

X3 put the slotted end with the marble in some water and pull up on the rod and water will come out that side hole. Fill up a bucket and try it, I'd guess the marble works like a valve to keep water from running back out?

If it is a siphon or pump, it's missing a seal. Maybe some round leather discs above the gear, but something would need to hold them in place from the top where that ring is also.
