Can I replace just the switch or do I have to replace the entire 3 switch module? The single switch is rough to come out and I fell like I'm going to break the plastic housing.

Basically only speed 2 and 4 work. And 1 and 3 usually send the air through the defrost vents. Am I right thinking I need to replace the resistor as well? Or is this a vacuum issue?

Pulled the resistor. Really no rust but it had some bugs and dirt in it.
 
The airflow issue will be due to a vacuum issue. When a vacuum leak is present, the HVAC will default to defrost. First, start the engine and let it idle. Make sure there is vacuum present at the black vacuum line going into the HVAC housing. This hose goes into the firewall at the same location the AC lines and heater hoses do. If there is no vacuum present, trace that hose back to the intake manifold and look for the loose or broken vacuum hose. If there is vacuum going into the HVAC housing, then you need to inspect all of the lines and servos to make sure they are properly connected. A long shot would be a broken lever on a door somewhere.

i had this same issue. mine was what is evidently common on TJ's.... under the battery there is a box with a vac line going into the bottom of it..... they say these lines are prone to failure (they break where is goes over the nipple). if you can't figure it out and wanna replace the switch, i have one i purchased used but obviously didn't need.
 
I've replaced my switch 3 times and the position switch once.Also acid splash from a non-sealed battery ate through the vacume line going to the little black box.
