TJ fuel injector problem

I have a 98 Wrangler,2.5 5speed with trouble code P0204 Injector#4 control circuit/#4 output driver does not properly respond to the control signal. Problem started with a little skip then rough idle that would smooth out after 2800 rpm now it just runs rough all the time and has a strong gas smell from the exhaust. I replaced the Injector,and can't find any broken wires. Could this be a pcm/ ecu problem? Any help would be greatly appreciated. The engine runs the same with the injector unplugged as it does with it plugged up.
 
JP Magazine/April issue, has an section called "operation diagnosis", and this was covered. Pretty good piece. I personally know the "mis-fire":poop:, on my Chevy truck. Just about run out of test, to find problem. Probably will have to wait for it to get far worse, or total failure, to solve. Good Luck
 
You need to see if the injector is pulsing or not. If not, you need to see if it is lacking power or ground. That'll tell ya which end of the circuit is failing.
If you dont have a noid light to check for pulse. You can simply use a test light across the pins of the injector and see if it flashes. You'll wanna move the harness around some and see if that changes the results. I see broken wires just upstream of the connector frequently.
 
Tore into the harness,found three bad wires ,the green wire for the Injector has a bare spot,the Orange wire for the tps is almost mashed into and the green wire for the map sensor has a bare spot. I think these problems started about three years ago when I was running a transfer case drop,.I noticed then that the harness was mashed between the valve cover and firewall so I took it off.
