TJ tires

I'm starting to research some into new tires for my TJ, i want a mud tire, or an aggressive All-terrain for a pretty low price. Looking to get about a 31-10.50 so trying to get prices around $120. anyone have any input?

Kumho Road Venture MTs. Great tire, great price. Dunlop MTs work pretty well, too, and you can usually get them for about $100 a piece. If you want to blow the budget a little, though, I'd get Firestone Destination MTs! IMO, they're one of the best streetable MTs out there, without getting into the soft-compound Intercos and such.
 
I'd take a look at the TRXUS MT or the newer Cooper STT tires. Both are good all around on/off road tires.

Def. look at the cooper stt, really great prce, they wear very well and perform as well as my truxus mt's. I will def. be putting the 37" stt's as my next tire.

That is not a mud tire by any means. Looks like it would do OK in winter weather or sand, but not a mud tire at all.
