Torsion Bar Question.

I have a 1989 Mitsubishi Montero I'm wanting to crank the torsion bars on. I've never done this before but it doesn't seem like it's that hard to do. Does the vehicle have to be jacked up with the wheels/tires taken off? I got up under the Montero today with it sitting on the ground(wheels still on) with a 17mm socket and turned the right torsion bar a couple rounds but it didn't do anything. I believe the top bolt was turning with the bottom one. So, if I got this right....the Montero has to be on jackstands with the the wheels taken off, a box end 17mm wrench on the top bolt and a socket on the bottom turning it for the torsion bar to "crank" to give me lift? I'm wanting to get about an 1" out of the front so it will sit level with the rear. Thanks for the help!
 
The front wheels need to be off the ground with jack stands under the frame or crossmember. Turn both sides the same amount or it will sit crooked when you're done.
