toyota 8in ARB and locking hubs issue

I went wheeling yesterday (1985 4runner) and it seemed that my ARB wasn't engaging. The pump wouldn't continuously run, but does now. I have a bad wobble now at about 45mph and higher, had tires rebalanced and it changed nothing. I swapped airlines from front to back and the issue stays with front diff. I replaced the tubing from pump to diff, no change. I raised front wheels off the ground, locked hubs, and put into 4H and 4L and wheels still spin independently...did I blow the 3rd? It is my daily driver too so trying to have answers/educated guesses before I start pulling apart.

Could be just a simple internal leak.

Does it wobble with the lockout disengaged? If it only wobbles with the hubs engaged, might be one side of the locker is stuck engaged. The seal housing may be leaking off and disengaging only one side.
