Toyota carb fuel issue

I put a new weber carb on my 4runner in 2013. It has sat ever since then. Well I put tags on it this week and started driving it.

Drove fine to work but when I went to start it for lunch I had to crank it for about 15 seconds before it fired off. The Carb had a small amount of fuel on the outside when I popped the hood.

I drove it to store at lunch and when I got back I shut it down and it fired right back up. It also fired right up when I went to leave work. But acted up when leaving store on the way home.

It appears when I shut it down the little inline filter I have between the pump and carb is draining out. Any thoughts on where to start. I ordered a carb kit in case the seals are dry rotted or the old gas sitting in it has some things stuck.
 
Bought a new fuel pump today I'll see if it does anything.
 
No regulator. Stock mechanical fuel pump and I added a little plastic inline filter between pump and carb. Still running a large metal fuel filter back by tcase.

I'm thinking my tanks vent line isn't working now. I went to get gas and when I cracked the gas cap it made a big long hiss. I haven't put the new pump on yet. I unhooked the vent line from the charcoal canister and I'm going to see if that helps.
 
Ok I'll pick one up. Any recommendations on a regulator to buy. I know they have them on the the shelfs at auto parts stores. Or should I buy from summit or somewhere like that.
 
Forget the regulator. Get a Jeep fuel filter with a built-in return http://www.autozone.com/filters-and-pcv/fuel-filter/duralast-fuel-filter/830813_60186_0

Plumb that where the plastic one is. Hook the small return outlet to the factory return line. No regulation necessary. I've tried regulators, but the bypass filter works better. The cheapos I've used never work right. They either end up starving it for fuel and letting the bowl go dry on long pulls or just don't actually regulate and end up pushing fuel past the needle and seat and flooding shit. That filter works just perfect, though. Especially if you're running an electric pump. Since you are still on the mechanical, though, it should be doing that already. If you've got a clog somewhere, heat may be causing the tank to push fuel into the carb while sitting, flooding it. I'd start there.
 
So I filled up with gas today and started having the problem again. So I figured I might have the vent and return line mixed up. When I blew into the hose I had hooked to what I thought was the vent it blew gas out of the tank.

I switched the lines and I can't blow through the other one that I originally thought was the return.

The one that's on the left and unhooked is the one I originally had as the return. Its is the one i can't blow through.

Can anyone confirm the one unhooked is the vent line?
