toyota fuel problem

alright i have a toyota that is carberated. put a carb (that jus been rebuilt) on it and new fuel pump. and the carb bowl will not fill up with gas. i took the top off and filled bowl up and it ran all the gas out. put another good carb on it and same thing. why is it not filling the bowl back up? any help will be greatly appreciated

i tried using the pump taht was on it then put new 1 on. they both seem to have great pressure. gas is getting to the carberators but not into the bowls.

there is a plunger that the floats hit to shut the fuel off when the bowl is full of fuel. Sounds like that plunger is not letting fuel into bowl. Could be stuck shut, or have trash stuck in it.
