I have a 85 4runner that needs a better mechanic than me. I've done a lot of replacement but can't get it to idle or run at low RPM. Located in Hickory area
 
Have you read all about the TPS? If its been moneyed with, it takes some dialing in.

Also, the throttle adjust screw is kind of finicky. Sometimes they get gunk or a hole in it and it affects your ability to adjust right.
 
Last one I had that wouldn't idle ended up being a vacuum leak. Air entering the system after the MAF.

This is the other common culprit. Leaks behind the MAF. Closely inspect the rubber boots on either end of the plastic hose running from the air box to the intake. They dry rot/crack and suck in extra air. It doesn't take much.
Mine are wrapped in a double layer of cloth tape.
 
Sounds like air leaks could be anywhere and everywhere. I was hoping to get it running half way decent without replacing every vac line but it doesn't seem possible. This thing sat for 5 years. I've gone through the fuel system from one end to the other and feel it is right but all of these vac lines going to everywhere and back to control one system that controls 2 other systems has me lost. I usually check for leaks with propane but I can't get it to come even close to idle. It does tac up nice but runs rich as hell. I'm ready to pass it off to someone who knows 22RE engines.
 
Hey bring it over, I got time now lol, I've worked on many of those in Boone and have had some good results. Chasing vacuum lines on em does suck but I have pretty good system of doing smoke test on it. I'm here if u need help

Just come over here. It's in the garage. I'm working 6-7 days a week!
