There should be a little bit of slack in the cable when it's fully released. (throttle closed) You should be able to move the cable up and down maybe 10mm or so without opening the throttle at all.
Right near where the cable mounts to the carb.....there is a threaded section with two nuts on it. You can loosen them, move it to the desired position and then tighten them back up.
I made my own bracket and used the stock EFI cable on my SBC.
