trans cooler opinion

I'm doing a couple upgrades to the wife's xj crawler that include a new trans cooler. I've looked at several in the $30 or so range but can't decide on a traditional flat or the tube style. I have found an 18" double pass that looks like it would do the trick, but this rig is anything but fancy. I want the best cooling for under $40.

As a bonus question, would you run through the radiator first or bypass it completely?
 
Whatever you do, radiator first, then cooler. I'm a fan of heat sink coolers but I've never seem one under $40.
 
6.0 super duty plate style coolers. Can be yanked at the JY for under $10. I run them on my rigs. A member here gave me the name of a guy in the Lexington area that builds 6.0's and I was able to get a couple for free a few years ago.
 
I think the tube style heat sink coolers are better at low speed and they will fit behind the front crossmember in an xj. If it were me id stack 2 of them and use one for a power steering cooler.
Why would they be any better at low speed?
