So, the irony here is that Trump has frozen all agencies abilities to make any changes to their regulations.

It really only can do 1 of 2 things:
1. Make government more efficient (hahahahahaha ha)
2. Effectively halt any new regulations. This can be good or bad, but for the sake of continuity in a land of exponentially increasing regulation, I think it's a good thing.

The real problem is, "2 for 1" is very difficult to quantify or implement, although it does make a great soundbite.
What is the basic unit of a regulation? Is it a sentence? Is it primary heading number on the code book? How about a letter subdivision?
