Turbo 400 no reverse when cold

I have a TCI TH400 transmission in my buggy. It's about a year old and has been abused, but probably less than 20 miles, lol. I pulled the pan off a few months ago and installed a ultra bell. At that time there was very little debris in the pan. Before I pulled that it would have problems with reverse some times. It seemed random to me, but I drive it once a month so it's hard to remember the details. Once I do remember I was on a hill. I added 1 qt of fluid and that seemed to fix it. I would think one quart wouldn't be enough to make a difference though. When it's cold it seems to have great trouble moving in reverse. After it's been driven it seems ok, but I always have to put it in reverse to get it out of the garage or off the trailer. Due to a new trans cooler and the ultra bell it has been a few quarts low, but again I wouldn't think it would be that big of a deal. I am pretty well convinced that the trans is full and this problem with reverse isn't getting better. I have read it can be related to third. Since it's a buggy I'm not sure if third is working. My guess would be that it's not working. @transman731 I know you have helped many other people so I thought I'd see what you had to say.
 
I'd start with having an accurate means of verifying the fluid level. What kind of dipstick and tube does it have? It took me a while to get my level accurate once I added a remote cooler in the bed of my truck due to it's mouting height.
If you don't have one already, a pressure gauge will be a handy tool to use to verify correct operating pressures via test ports on the trans.
 
Not sure what your configuration is, but check the shifter to make sure the cable is adjusted correctly. I had a 727 that would hang up between gears because the detents weren't exactly right.
 
fluid level is at the pan rail. the o-ring on the dipstick tube should be the level, running in park.
the direct drum is very common for braking the wave plate and wedging in the drum and creating reverse issues, also getting ring groove from the center support.
does it slip in manual low?

No it does not slip in manual low.
