Underage user changes

We're going to do a little experiment.

Effective immediately, underage users who do not yet have sponsors will be able to post threads in Newb Tech in addition to Chit Chat and Board Woes. Underage users will continue to have PM privileges, so they can PM people about classified ads, etc.

Also, the age threshold for the garage has been dropped to 18. Users still have to be donating members, and those under 21 will need a sponsor.

The idea behind the underage user system has always been to educate younger wheelers and promote conservation and responsible land use. It unfortunately also creates a barrier of entry, making it more difficult for folks to join, get help with their projects, and meet other wheelers. We're going to mess around with the system and see if we can fine tune it a bit.

I think this sounds like a great balance between total anarchy, and the way things used to be. Also, will keep the occasional tech thread out of chit chat from the unsponsored.
