For a PC, Microsoft Movie Maker if you can find a copy of it. It's free and really easy to use. I can't say how sophisticated it can get as I only use it to piece together 3 minute dash cam segments and edit out the boring parts from wheeling trips. I'm pretty sure you can overlay sound tracks.
 
depending on what you are wanting to do, Adobe Premier Pro. It doesnt completely fit your requirements but it has much more capability. I have it at work, use it rarely, but there are plenty of youtube videos out there showing you how to do whatever you want. Plus it is setup so that you can edit 4k video, in 1080, which is a time & money saver IMO.

edit: looks like there is a free trial and places online where you can get it without the monthly fee.
 
iMovie is super easy to use. I shot a bunch of video on my phone, backed it up to Google Photos, then downloaded it to the iPad and edited a video in about 30 mins. Never used it before that.

Movie Maker was officially discontinued on January 10, 2017 and it is replaced by Video Editor (formerly Microsoft Story Remix) which is built in with Microsoft Photos on Windows 10.
 
Splice app for iPhone. All my videos come off iPhone. It’s like $2 a week or something for full version so I just buy it whenever I have a project.

Adobe Premiere Rush is the little brother of Pro. More suited to doing short video clips like TikTok, Facebook Reels, etc. Very capable and easy to learn. Premiere Pro is a HOSS. I use it monthly to edit a video call that my boss records and sends out. I can edit out "ums" and large pauses seamlessly.
