What does this code mean?

2000 Wrangler, 4.0 liter, 5 speed manual, 108K miles

When driving, if I put it in neutral when coming up to a stop, the engine speeds up to 1500 -2000 rpm. No check engine light, but I did see at www.dailydriventj.com how to get a code without a code reader, so I did that and got a 25 code. According to that website, this is what 25 means:

"25- AIS motor circuits. An open or shorted condition detected in one or more of the IAC control circuits. Or target idle speed not met."

So what is AIS motor circuits? What is IAC control circuits?

By the way, recently replaced cam position sensor, crank position sensor, ignition coil, and spark plugs due to a different problem.
 
Idle Air control motor. this can cause your problem. It needs to be looked into further before parts are thrown at it.
 
I forget how much the IAC is, but it is easy to replace, its on your throttle body. You may just want to take it out and clean it, they can get gummed up over the years.

x2 just get you a can of carburator cleaner and clean it out. It's probably just sticking a bit.
