What does this mean?

usually either a bad pcv valve or worn out rings causing blowby.
 
Actually, with a 4.0 I'd bet its a clogged CCV ;)

Pull both ends off and clean. They have a tendency to be a pain to remove and sometimes either the rubber grommets or the plastic elbows will break apart. Replacements are only a couple bucks at the dealership.

The rear one is not a real valve, just a tiny pinhole which can become clogged. I'd start with that one first. Probably won't even need to remove the front one.
 
^2 had a XJ that i wanted to make into a crawler, i just had to take some air and clean all the valves and box, then flip your filter to the clean side, drive it for a while then cheak again

this is my guess

to verify that, you can stick your hand over the oil cap hole and rev the motor.. if you have enough blowby, you can feel the crankcase gasses come out. could be a little blowby AND the drain ports in the head are clogged, resulting in oil not draining back to the crankcase, filling up and being blown out by just a little blowby. (that happened on mine, did head gasket and cleaned the tar (literally) out of the valve cover, rockers, and drain holes, and drain ports.. I have a picture somewhere.. shop vac was useful.
