My money is on someone who went a bit overboard with the stickers or a service vehicle tagged with every spare sticker the mopar service guy could find. Looks to plain jane to be anything factory, and if it was a mule, they wouldn't have stickered it up.

Why would any vehicle have hurst equipped shifter stickers, AND paddle shift tags?

I looked at it quickly and took the pic on my way to work.I wanted to talk to the driver but I was gonna be late. After looking @ the pic I thought the wheels looked like standard truck wheels and thought wtf?

Either it's a totally awesome truck with the 700hp hellcat motor swapped in, or it's an attention whore who likes stickers that make themselves feel special. My bet is the second.
