What material can I use here?

Need to mount some lock hasps to a service body. Due to the way a formed lip is on the door, and the adjacent surface is lower due to the panel thickness and gasket, I need about a 3/16 spacer under the part that is on the door, and a 3/8" spacer on the part that is on the adjacent panel.

Need something that won't rust or hold water and cause rust (or can be bedded or sealed with caulk). Each spacer would be about 3" x 4.5"

UHMW?

Any good (affordable) sources?

If you use UMHW, it will need to work by itself without any sealants (because sealants won't adhere). If it needs to have sealants to do the job properly, pick another material.
 
Is this a weird shape?
Make a drawing and ill print you something in ABS.

Or you could mill it out of acrylic?
Maybe im missing something, this doesn't look like it has to be an ultra strong part.
