i have aquired a 76 F-250 it has 16.5" wheels, i have been told these wheels suck for air-down situations, 15" 8lug wheels wont fit, so what is the next best choice of size for bead surface contact without having beadlocks?

I'm running 15x8 8-lug wheels on my 3/4 ton axles. You just need the appropriate backspacing to clear the calipers. Mine have 2.5" bs, ordered custom from my local discount tire.

with enough grinding 15 inch wheels will fit

Yep, 15" wheels will fit, but there are a lot of tire options for 16" wheels, and you can get tons of good looking factory 8 lug wheels for cheap.

im not against beadlocks, its the legal issues im against, i think they are safer personally, i really dont want to grind them down, safety issues, 16 are looking like the best options, thanks guys and l will take a look at the H1's

I'm running ancient 16.5" aluminum rims on my F-350 axles that are under my jeep. To keep the beads from blowing I'm using the internal air lock bead locks from www.innerairlock.com. I've never had a tire blow a bead yet and I've had them on there for about 3-4 years. They're basically like stauns but cheaper. Nobody can tell they're in there, unless they happen to notice the extra valve stem in the rim, so there's no legality issues. I run between 5 and 8 psi on the trail too btw. Depending on the cost though it may be cheaper to just buy new rims at which point I'd just go with 17's or 20's.
