Wheels rusty inside

I have some basic 16" steel rims that sat outside too long, and the "inside" (what would be inside the tire) is now somewhat rusty. To the point of slight pitting but not eating through or anything.
Face of the wheels are fine (some PO spray-bombed 'em) although a new coat wouldn't hurt.
1 - does this really matter? To me it'll be hidden by a tire but i may want to sell them. I can't imagine it affects balancing...?
2 - what kind of cost would it be to have them blasted/cleaned up?
 
It doesn't matter yet, but its worth knocking the rust off and putting some rust stop primer on them at least. It will have no discernable affect on balance, but you don't want them to keep rusting. Also, it makes getting tires on and off very hard. I have no idea on cost, I'd just take some sandpaper and knock it down, then clean with strong chemicals, let it dry, and put a coat of paint on it.

Really only 1 spot that's grown over the years... aside from the holes gained from hitting trees etc... but it rarely gets road driven and I've been pretty proactive about painting.
But I also bought a '93 p/u w/ only 75k miles that looks 10x older on the underside...

well as much as I'd love to, it's hard to blame the state for this one... bought some tires from a guy, they were just a little rusty, threw 'em in the back of the truck... then left town and forgot about them... month later all orange. o_O woops.

Didn't think about the mounting issue, that's a good point.
 
I'd put a wire wheel on my angle grinder and clean them up and repaint.
