Who's the best late model gm (5.3/ls) tech around charlotte?

Got a buddies truck, 07 1500 ltz 5.3l, and he got hosed BAD by a shop in peachland, nc. Drove it there on 7 cylinders. D.O.D. engine bad lifter no big deal. $4500 later, I picked it up on a trailer. Engine was rebuilt and the rebuild seems clean but the truck will barely idle and has no power or throttle response. My experience with ls motors end with changing the waterpump. It doesn't throw any codes. Cam and crank read in sync. Tps and apps read fine. There is a whole list of things the other shop supposedly threw at it. 100% not drivable. I would guess bad ecm but supposedly that was swapped already trying to fix it.

Anyone know of a good LS tech near charlotte who may be willing to go behind another shop?

Anyone have any pointers for me before I take it somewhere else?
 
How did they get $4500 for DOD repair and the truck is worse than it went in?
It started out at $2800 for a complete rebuild. My friend is way to nice. He kept approving them to try different things to get it running. Eventually the shop came to the conclusion it couldn't be fixed. How the owner of the shop sleeps at night knowing he charged him for a problem they created then couldn't fix is beyond me.

So anyone have any useful pointers? It seems like it's stuck in 4 cyl mode but I haven't had any time to dig any deeper.
