Winch troubles

I have a older model Ramsey 9000lb winch, it had a bad motor, I put a brand new motor on it, it worked for several days, until I put a load on it, now the motor spins but it won't pull cable in or out, I pull it apart, key way is still in motor, everything seems to be in same place it was before the motor was replaced, no broken gears inside that I can see from the inspection plate, little plastic gear on outside seems to be working but not sure what it moves on inside

Any ideas?
 
Is the free spool in the right position?

may be a long shot but I remember having one of mine apart on the motor side, and after putting it back something wasn't right. I think I recall the thru shaft wasn't engaging something all the way thru on the other drum. Seems it was gear timing or something been a long while ago.
