I have a warn 9500 I just put on my jeep.I bought it used a few years ago. I have tried it twice and seems weak, didnt pull me out. do these things get weaker with age or what could be the issue? it also sounds loud to me.

Sounds like an electrical issue to me. Are both cables run from the winch to the battery? Are they quality cables? Is your battery up to snuff? Good alternator? I have a 8274 thats older than I am and it pulled my heavy ass pig and my dads broke heavy ass pig up dutch john this past year.
