Could have been restriction. May have been a couple other factors. If the barometric pressure from inside and out was enormously different sometimes it's difficult to establish flow. Another factor is a really hot start up and a very cold chimney. This will cause it as well. Remember hot air rises and cold air pushes back. I have noticed both these on really heavy air days until the chimney flu is warmed up.
