WTF is this thing?!

I have built cell for my TJ and am currently in the progress of doing a comp cut. On the passenger side back inside the rear fender there is a large unit that has something to do with the gas, everything is fine with it and I have it removed. My problems comes from a while ago, I was build a rear bumper went to unbolt the rear of the skid and the whole damn tank fell out on me, so i said well hell its out lets build one so now I have a 12gal redneck ass fuel cell in the rear of my jeep the problem is the piece in the picture broke when it fell and I have no idea what it is, It connects to nearly all the lines that go to the tank though, just wondering if you guys know what it is, where I could find a pretty cheap one or if there is a cheap little "upgrade" for it

Its from a 2004, inside of the piece is a little drum type deal
 
probably a liquid check valve to make sure liquid fuel doesnt slosh back to the evap cannister, but allows vapors from the tank up to the evap cannister.
 
Flow management valve, part of the Evap system. Will this Jeep still be streetable? You'll have a hard time passing emissions testing without the valve, the check engine light will come on.
 
No i need it that is why I am asking it is broke, so I have to replace it
