XJ Heat & A/C not working..

01 Jeep XJ- Iv replaced the blower motor, resister, relay and the temp control (knobs where u turn it on) and nothing.. What else could it be? Any advice appreciated thanx
 
Under the hood, once the engine is at running temp, touch the tubes that go from the water pump into the heater core. They should be the same temp as the hose from radiator to the water pump (quickly touch, they can be very hot). I am have the same issue with my TJ but i have figured out that the heater core is not getting coolant. Haven't been able to replace the water pump yet to see if it fixes it.
