ok i bought a stock 99 xj 2 door and i was thinking about going with a 3in lift what all would i have to do as far as brake lines and trans drop?

I know Rustys 3" lift kit comes with a rear brake line extension kit. Do not have to do anything such as a tcase drop kit or steering changes in order to run the lift.

so my best bet would be the rustys lift? the only reason i wonna lift it is because the passenger side sags and i think its eather the leaf spring or ive been told my frame could be twisted with the rustys lift does it come with leaf springs and all tha good goods?

Rustys kits are specified as "spring pack" or "add-a-leaf". The spring pack kit comes with whole new leaf spring. The add-a-leaf kit comes with a single leaf to add to your existing spring pack.

Id definitely put in new front brake lines. With any really heavy articulation of the front axle, those things can get pretty close to breaking point.

Go ahead and get the full spring pack, get you some new brake lines and 31s. When you go bigger youll already have the brake lines. Dont say you wont go bigger.....it always starts off with a lie and it doesnt stop. as far as the tcase drop with a 3'' you might need it. Some jeeps do fine without them and some dont, Ive lifted a few 97-99 xjs and 3 of them needed the tcase drop just with 3-4'' of lift. But every jeep is different.
