Should I buy an XJ or a TJ to do my first build. And what's suspension and tire set up would be recommend for a low budget?
 
Completely different vehicles, TJ will cost more money to purchase, leaving less money to build it, XJ will be cheap to purchase, but will require a little more work. Both vehicles can be budget boosted for cheap, when it comes down to full suspension lift kits the xj will be cheaper, when it comes time for resale, the TJ will hold its value better, etc...

Just too vague of a question IMO.

TJ is a frame rig, which is a perk, XJ is unibody.
XJ's are great, I personally would rather have one than a wrangler, but thats just my experience.

I wouldn't go beyond 33's on stock axles on either vehicle if you intend to wheel it, 35's if your going to mallcrawl it.

Whats your total budget? To buy a vehicle, and to build it, this amount will help narrow down the choices.
 
TJ's are nice for re-sale and options but like XJfreak said they cost more from the start. With an XJ you get cargo room to carry a lot of stuff (even more with seats down). Lifts start off pretty inexpensive but can reach into the thousands depending how far you want to go. With 35" tires you will want to change axles on both especially if you are planning on wheeling it. You can get 35s on an XJ with a little trimming here and there easier to do on a TJ. There are plenty of other pros/cons on this matter but as previously stated its a kind of vague question.

I personally drive an XJ and I love it. I can fit all the kids plus both dogs in there or fold the seats down and fill it up with stuff. It suits my needs just fine but I must say I love the way the TJ's look when lifted (as long as it doesn't have a ton of bling on it).
 

Yep. WHY do you want to run 35s?

As for a budget TJ.

BB, Sawzall the front fenders, scrap the rear flares, undercoverfab no bodylift tt skidplate, 33's. BLAM.

For a bit more $$. NO BB, Rough Country 2.5" Lift, 1.75" spacers up front.

To make it pretty.

MCE Flattie Fenders up front. Smittybilt XRC tube flares in the rear.
