xj rust help

i have a jeep xj that has a rust hole in it and seems to have surface rust to at the rear passenger side and it wasn't even noticeable underneath till i poked it then i went and looked inside and found some damage from water coming in threw it.

the only rust is what is in the picture and i would like to know do you xj owners think i should cut out the cancer and clean surface rust off or replace the floor pan with this one http://c2cfabrication.com/store/product_info.php?cPath=1_21_36&products_id=16106

but the insulation stuff under the carpet is damp all at the back seat and on the floor boards, i have read up on removing the carpet and doing liners and i want to just rip it all out but people say its way to hot so whats other options
 
I'll let others comment on the actual rust repair. The heat from muffler and cat. must cause this, its pretty common on the passenger side. I do know if this is a daily driver XJ, you'll probably want to keep the carpet and insulation. After my DD got a leak, I pulled the carpet to let it dry. It took me a few weeks to find the time and motivation to reinstall it, but it was pretty loud and sounded like a tin can without it. I didn't notice any heat difference.

yeah im wanting it to be a dd for a few years to come and if i could and stand the heat i wont to bed line it all and insulate it for heat and noise with non absorbent stuff an then try to put vinyl replacement flooring in but if i can keep the carpet i would wont to do that to but it is damp like when i push on the insulator stuff water drips off
