XJ Transfer Case

I think it is stuck in 4x4 full time. Took lever off and adjusted by hand but it is still stuck in 4 wheel drive.
Is this fixable without replacing the transfer case?

im his friends and its a 94! after we got the new engine in its getting stuck in "4wheel part time" i think if we take it apart i might....find out whats going on with it..but if you guys have any ideas we would love it!!
