Currently my anti-wrap bar is mounted to the skid plate but it has torn the plate and I'd rather move it to a separate crossmember. Would a straight piece of 1/4 steel that is 1 1/2 thick be strong enough? I'd probably take it to a shop and just have it welded in behind the skid plate. I don't have the tools to cut bend or weld a crossmember so anything would have to be done at a welding shop.

If you are talking about 1/4" flat stock, then no it wouldn't be strong enough. It would be best to be either round or square tubing.

Are you talking about the anti-sway bar or the trac bar? I've removed both. Drives like a slinky, but no different than any other leaf spring vehicle back in the 70's. Keeps more rubber on the rock too...

He's not talking about a sway bar.

My buddy used 2" square tube for his YJ. With a D300 transfer case he was able to put it straight across from frame rail to frame rail without it getting in the way of the drive shaft. But his is stretched 6" in the rear.
You may have to notch it a little.
You definitely want square or round tube.
