8 lug disc brakes?

I need to make my new to 88 yota safe to drive ASAP. Right now to me it isn't. It has 33's and on the front from what I can see and the previous owner here is what I have.
tubular upper arm
high angle ball joint
downy ujoint inner axle conversion -- instead of two cvs the inner is a ujoint - not sure how that helps
I think the only lift on the front is cranked torsion bars. The problem is the TRE adjuster only has about 1/4" of thread on each end. I lowered the torsion bars and got more thread, but it's still not safe. What's the right way to fix it? I assume I need ball joint spacers too?
The truck will be mostly a light trail and highway driver and never plan to go beyond 33's.
