Don't think so narrowly. Gas prices are largely set by crude oil prices, and diesel comes from crude oil just like gasoline. ;)

But yes on the scrap yard worker.
 
Is this Fuller character someone that does everything opposite of what people on nc4x4 say to do?

You may be right, but he owns the scrap yard. And four others. And a business that manufactures the trailers used to haul scrap. I'm betting he knows a thing or two about scrap prices.
 
No big deal....but there are many geopolitical reasons, some easy to spot, some not quite as much, why the price of any commodity goes up or down.
Of course there may be the odd scrap yard owner/worker that is quite intelligent on any number of issues, but not the norm.
