ZJ e-brake failure

just took my zj to get inspected and it failed the safety due to the e-brake not working properly. its been that way since i bought it but this year i guess they arnt going to let it pass. which is fine cause of have been meaning to fix it. the cable needs to be tightend down. trying to find out where the nut is to tighten it? took the hole middle console out to find that it wasnt there.......thinking the back brakes? figured i would ask before i lift the jeep to go find it
 
To tighten the cable, look under the vehicle, you will see the connection about half way back where you can tighten it. Will look similar to this picture.

Not going to be there this weekend, have family plans and the Jeep isn't out of the shop yet. Hope everyone has a good time though, sound slike it will be fun.
 
ok so i tightend the adjustment nut down and still nothing......well not nothing if the e-brake is up it will stop it if the jeep is in referse. but if the jeep is in drive it will still move foward with no hesitation without giving it any gas. as if there is no e-brake. im not sure how its stoping it in reverse but not in drive. the guy at the inspection place said that it needs to hold it in drive for a few seconds. possible rear brake issues? any ideas
 
check the parking brake shoes that are INSIDE the roters.Either the linings are shot or they are out of adjustment themselves.Remove the caliper and then work the rotor off the end of the axle.You should see a set of shoes in there.
