I measured it at the control pad and got ~3.2V. I hooked the yellow wire up and got 3.2V at the end. I then tried 4 different motors and nothing. I took the motor apart and everything spins free inside.

Ever throw power directly to the motor? Are you checking for the voltage difference between the 2 wires of the motor? If your checking +to the motor and a known good ground then the motor is getting power, set the meter to Che k resistance and Check the ground wire from the motor to a known good ground. Also, check the motor isn't open circuit.
