Sawed Off Shotgun.

If you are strictly talking about a "shotgun" , then yes it is illegal without the class 3 stamp. But, Mossberg and Remington both make short shotguns that are defined not as shotguns but as firearms. They have a barrel under 18 inches but meet the 26 inch overall length. Since a shotgun is defined as having a shoulder stock, these are put into the "firearm" category.
 
As long as you don't go full fun switch, just about anything you do to a forearm yourself is completely legal.
Shotguns, just maintain the lengths ... most people will say stay a little longer just to be safe.
You can even build anything legal from scratch.

Another loophole in this whole thing is "on your own property".
A lot of firearms laws do not apply as long as you are within the boundaries of your property lines.
I'm NOT saying this one is ...... but it might be.

The single exception is a felon .... but then a good lawyer might be able to overcome that. ($$$$$$$)
