Not changing default passwords on equipment probably happens more than you think. Anytime I go into a large building and the temperature is way off, I wonder if someone messed with the chiller controls outside......

My college hvac controls (the new dorms at least) were all controllable via telnet to a certain IP:port
Since no one would EVER know this IP:port, it was OBVIOUSLY secure.
Why put a password on it?
That being said, my dorm room was perfect those two years.
It's a shame I had the only room on the floor with 2 windows south facing and got a lot more natural heat than everyone else did. And even more I'm happy with it 60-68 :D
there were some COLD ASS ROOMS on the other side of that dorm.
hahahahaha

Everyone we have ever used has instructions and the password above the keyboard. Its actually a pain in the ass to setup a new message if unfamiliar with them. I would guess the persons that put up the message had prior experience with the boards or just fucked with it for a couple hours

We've got signs on a road by me that say "High DUI crash area".. Good to know I should be extra careful in that area when I'm driving drunk!!
