Ok, I've been searching the NCDMV site for this one, but can't find the answer. Any help finding it would be appreciated.
We got our 10y/o daughter a go-cart for her birthday. we live in a "no Outlet" neighbor hood in a rural area. perfect little loop around the block for a go-cart. I've been teaching her how to drive and the rules of the road. Yesterday some Crotchety old Codger pulls up in front of my house while she's riding and says that it's illegal and she's gonna get run over. I honestly didn't think about the legality of riding it around the block. So I wanted to find out what the final word is on this matter. Is there an engine cc size limitation? She has an electric scooter that she rides out there, is there different laws on motors vs. engines?
Everyone else in the neighborhood has been smiling and waving and enjoys seeing her ride it. Ignorance of the law on my part is no excuse, I accept that. But I want to know what the law says on the matter as opposed to hear say from so one who may not like the sound of the go cart passing his house.

) They see you coming (hard to miss ANY of my vehicles) and stand in the middle until you get within 15'-20'! I'm TIRED of waiting for them to move off the roadway... the next game we're gonna play is "go get your momma/daddy to come explain why you wanna play chicken with cars". If that doesn't work, the sheriff (of course they NEVER do it near his house) has already assured me he has no problem making an example! 

as for Bullard and Burrell, after reading Cavers post how could anyone question him for not having kids. those are the Words of a parent, and a Curmudgeon
