Regarding the allegedly-cashed checks, he probably doesn't even need to go to the bank and get them....some banks send you photo copies in your statement, and I'm pretty sure with all banks you can access the photo copies online....so he could easily email you a copy of the signed and cashed checks....IF they exist.
And if they do, then he has legal issue to pursue, but he still owes you your money.
I think the odds of him sending two checks to two different addresses and both of them somehow ending up cashed by the wrong people are pretty low, though.
