I saw some guys in sandrails rock crawling the last time I went to Callalantee. It was actually pretty cool but they admitted it tears them up pretty bad. I could see 10:1 being sort of useful in a case like that but for the primary usage, blasting up dunes, he won't use it.
As for mopeds, I was a moped nerd in high school. They were insanely slow and didn't brake that well either. Everything you do on one is full throttle or full brake and I'd still use my feet to help out sometimes. He might want to consider a used 250cc motorcycle or vespa scooter type of ride.
BTW, I had motorcycles through high school and college and I was always pleasantly surprised that girls liked them. I'd definitely pick a chick magnet over a chick repellent.
